It depends on the position of the placenta. During pregnancy it can cause spotting or bleeding and hence care is needed. Certain positions and exercises and over exertion is contraindicated. If this is early pregnancy then chances of it moving up are very good. If the placenta is covering the mouth of the uterus it would mean a c section. If it is not then a normal delivery is possible. In most cases since you have had a previous c section you will need to discuss your individual case with the doctor for deciding on the type of birth.

Low lying placenta is not risky in start of pregnancy. You need to take proper bed rest, do not travel much and do not lift heavy objects. Proper bed rest can place the placenta in right place. That can be checked by ur doctor in next scan. Normal delivery is possible even if you had c section in first pregnancy depending on ur pregnancy. This can be confirmed by your doctor.
