Cephalic is head down position. It's absolutely normal to feel upper movement and hard upper tummy. Your baby will soon engage his head and will enter the pelvis. Just wait and enjoy

Relax. Baby in cephalic means head down. But it may not have yet engaged and entered the pelvis hence you are feeling the lower abdomen to be soft. If this is your second pregnancy then baby can engage even during labor. If this is first Pregnancy then please start these exercises to help baby to engage. as you are in week 38 it is safe for you to exercise now. For moms in early Pregnancy you must always consult your doctor first
1. Regular walks for thirty minutes per day.
2. Half squats only. No full squats or duck walks till head engages.
3. Pelvic rotations in clock wise direction.
