A little throw up after a feed is normal. It does not mean that the stomach is empty. If baby is vomiting which means throwing up a lot of milk with force and multiple times then show the doctor.

Hi dear, how old is your baby? Yes keep on burping the child after feed and keep in upright position on the shoulder for atleast 20 Mts. How do you know his tummy is not full? Are you making sufficient milk? If yes, there may be other reasons for the child to cry like colic. In case no, pls go thru below articles to increase milk supply
