Dear older babies generally have a lot of things to pay attention to that they may avoid going to the toilet for long times..if his pee is pale in colour and mild smelling and if there is not a gap of more than 12 hours between his urinating then Things are fine..also try giving him more water..even if just a sip at time..

The peer quantity depends on the intake of fluids. 
Is ur chap taking enough fluids since few days. Chk on the intake.; If its around five to six times a day its good. 
Does he have any other uneasiness during peeing time, fever, pricking feeling... If this is the case, then it could be urinary infection
