Hi, do you want to say that the baby speaks only when he needs something? If so, then it's fine till the kid is atleast speaking something. Some kids are shy so won't talk much. Encourage your baby to speak by speaking a lot to him, and very less to no screen time. Encourage reading and take him outside, show things around and talk about them.
