Hi I totally understand what you are going through as I too have a 1 year old and breastfeeding her. world health organisation recommends 2 years of Breastfeeding because babies go through lot of growth spurts, teething, illness, food strike etc and breastfeeding will be the saviour. However if you still want to wean off follow Jay Gordon's weaning method, you can simply Google it. Don't force cow milk if he doesn't want it.
