Any institution that takes responsibility of young ones need to also fear...fear that if they are negligent they will suffer

All of the above... 3.point is important <u>strict</u> law & license... In general indian judiciary system is slow & lethargic... Priya's point is must...

I think all the points are to be considered. apart from this student-teacher ratio should be worked upon. No. of female staff to be increased.
