kids till a certain age have warm body and hence they don't like being covered with a rug. They always kick it away for the same reason. if u observe its their head that's more warm.

Till 98F is considered normal. If it's 99 and above...then you have to consider as fever. As its summer...kids will be lil warm, that too baby is wearing socks,.cap sweater n all. Check temperature.
