Hi no it is not fever, 99.5 and above is fever.

Checking 4 times it is 99.1 and 99

Please check once again after two hours... If it's beyond 100 then visit your doctor.. sometimes due to over clothing the temperature seems to be more.. but still check again and visit your doctor.. check if the baby is active and feeding properly..
