This much penetration is required to maintain the pH and kill bacteria and viruses any sanitiser less that that would only be effective on few strains and not all the viruses including covid but you can have less alcohol percentage for kids as they have less exposure to outside viruses specially covid since they stay at home hence you can try baby chakra Han sanitizer too which is safe for children and pregnant women
