Some babies are hypersensitive so sensory processing may be different for her. Some children do not like to be touched. Is it only with other people or with you as well? You mentioned she starts crying amidst of large gatherings and crowds. Well that's due to an overload of stimulation, the unfamiliarity of faces and places, noise, and too many unknown faces makes the perfect scenario for a toddler to fear. For a 9 month old baby, crowds are bound to be overwhelming that does not mean you don't take them out but it means start exposure slowly. Eg: taking her to relatives house with just 4-5 people around so she gains familiarity and security. Going for shorter durations to the mall. Check your own stress levels.Toddlers are hyper-attuned to the parents emotions. Try not to ignore your childs discomfort. Instead take them to a quiet place until they calm down. As much as you want them to be emotionally strong, you need to first make them feel secure .As if you ignore it, the fear will turn into a phobia. So take baby steps. Comfort them.Help your child feel safe and secure by giving a hug and holding their hand for them to know that they are safe with you. In time with your support and assurance this fear will fade way.

Kids will have anxiety at this age.. even my baby was behaving exactly. Slowly they will mingle and learn things. Either separation anxiety..that's y don't want to leave mother. or strangers anxiety. Once they start walking and playing..things will settle.
