head oil massage can also be a reason I have seen in some babies who get regular oil massage but either they don't get bath regularly or oil fro the head is not properly washed out. don't try to remove it by scratching it may hurt the skin consult your doctor show him the condition he will suggest you better as @63724497649d8300169033e9 said

hie dear my son also has the same flaky brown skin on his head. If you dont treat the same it will spread throughout his scalp. So, I consulted doctor and he said not to apply oil till this flaky skin is removed. Instead he had suggested a lotion named Zole-f to apply at night. The next day you have to wash off his scalp by shampooing. I am following this since 10 days and its almost gone. i would still suggest you to consult your doctor for the same.
tc 😊
