Hi....In my 12 th week scan,I have posterior low lying placenta just touching the internal os.is it normal?

Low lying placenta is not normal.. you need to take care for sometime untill it moves up...mostly it moves upwards.. I too had low lying placenta but it was through out hence had c section and was on bed rest.. don't worry just follow your doctor's instructions untill the next scan..
