I am having the problem of pcod and missed my period for 1month and 21 day and got the negative result of pregnancy test what will be the exact time to test and get the exact result or should I consult to doc???

If its negative then you are not pregnant, please consult your gynecologist and go for follicular study and track your ovulation. Have intercourse during your ovulation.
