Is it safe to take outside my 4 month baby to the balcony or terrace of my house in the evening for some fresh air?
Why not? In fact you should take him/her; every day. From 40th day I took my baby girl for a walk.

Yes. But be careful. Babies do wriggle a lot. You can babywear her. Or hold her tightly

Yes it is.. provided you are carrying the baby safely. Make sure you are seated on a comfy chair wth the baby in arms or lap.
