Dear Prisha,
From your description it sounds more like a language delay.
If it would be a speech delay, the baby would have difficulty with pronunciations or may not have certain sounds at all.
Here I would would suggest a Language Therapist who can give u a home programme and monitor the progress weekly.
In India, a Speech Therapist or a Special Educator will be able to outline a Language programme, suitable for ur child's needs.
A progress review after 3 months will give u a good idea if further intervention is required or not.

hi mommy...I guess it is ok,if he is talking 2 words.I have seen many kids who start talking 2 words after they are 3yrs old . not to worry he will start slowly.sometimes if their work is done with actions they take more time to talk the language. so try talking to him ND ask him to reply rather than action.

I'm not a professional.. But saying from two kids that I have seen... One is in my daughter's class n is 3.5 n one is 2.5... Both these kids that I know wouldn't say anything... N their respective pediatrician said that boys generally talk late..
So my frnd who's child is 3.5 waited... N waited for good time but the child would still not talk today...
She has now gone to a speech therapist n has realised data she should have been there long back...
The same is d case with the 2.5 yr old... Even he hasn't spoken despite of a lot of trying and now that the parents have taken him to d therapist... He is picking up words...
