No ideally u shudnt give cow milk to the babies till atkeast 1 yrs. However as u said the mother cannot feed in such situation u can give a good formula milk especially rich in prebiotics. It helps in boosting thr immunity too.

Animal milk is not recommended until a year, it's better to opt for a formula that's closest to breastmilk, that contains prebiotics

No, before 1 year not give any animal's milk. If mother not able to breastfeed, good is give FM, with the advice of your pediatrician.
