That is not dandruff that is dry scalp, it's common in babies. Apply small amount of a pure, natural oil like almond or olive oil it ll loosen the dry flake and leave it on for 15 minutes. Gently comb out the flakes with a fine tooth comb or brush them out with a soft brush.

Massage your baby's head well everyday with whatever oil you prefer. Then shampoo it and gently circular movements. When bath ss done take a very very soft comb and brush your r baby's hair and scalp. Some flakes will loosen and come out. You can take those flakes away. Don't scrub too much or the baby's skin will tear and bleed. Comb like this after shampoo everyday and within few months the scalp will clear up.
