Yes dear she can give formula milk. Plz choose dexolac formula formula milk, because it has fos which is good for baby's gut health and immunity too. Also it is close to breast milk. But first consult your doctor they will suggest you best.

Hi whats the age of the baby. Ask her to choose the formula milk which is closet to mother milk. When my sil have low supply of BM her paediatrician suggested to give Dexolac formula milk and baby was 5 month so Dexolac stage 1 she gave it has FOS good fiber which helps in babies gut health and improve the digestion and over all growth development..Now she switched to stage 2 after 6 months . Ask your sister to consult with her paediatric and choose the one which is closet to BM like Dexolac..
